Why Europe
Europe buys more beauty than any region except the United States. Its rules are strict, and that is exactly why a product that meets them earns trust: from buyers, from retailers, and from customers who read the label.
One notification, 27 countries. A product notified on the CPNP can be sold across the whole EU.
Room for small brands. More than 9,600 small and medium companies make up Europe's cosmetics industry.
Growth that lasts. Sales grew 6.3% in 2024, led by fragrances and make-up.

Why your formula review matters
The EU keeps lists of banned and restricted substances, with limits, conditions and warnings, and updates them several times a year. An ingredient that was fine last year may need a new limit or a new warning today.
Found early, it is a small change to the formula or the label. Found after printing, it can mean relabelling a whole batch or taking a product off sale.
How Sobel protects your formula
Each ingredient checked against Annexes II to VI, including the latest amendments
Fragrance allergens identified, so your label lists what it must
Exposure calculated for your real product type, not a generic one
Label warnings that come straight from the safety assessment
Your formula stays confidential, with an NDA if you need one
More than a report
Your CPSR is built to be used: it goes straight into your product file and your notification, with label warnings ready for your artwork. One team, from the first review to the day you launch.

Why the CPSR matters
The CPSR is not paperwork for its own sake. It is the document authorities, retailers and distributors ask for, and the one that decides your label warnings.
No safety assessment, no sale
Under Regulation (EC) 1223/2009 and the UK rules, every cosmetic needs a safety assessment by a qualified person, kept in its Product Information File before it is placed on the market.
Authorities and retailers ask for it
Market surveillance can request the file at any time. Retailers, marketplaces and distributors increasingly ask for it before they list a product.
Cosmetics top the alert list
36% of EU dangerous-product alerts in 2025 were cosmetics. An unsupported conclusion or a missing test is what turns a launch into a withdrawal.
What a weak or late CPSR costs you

Step 2 · CPSR Readiness Review
You send us your documents and a specialist confirms each one is there and is the right document. You receive a written answer: can the CPSR start now, and if not, what exactly is missing and who to ask.
What we check
Each of the 18 documents on the EU checklist: received or missing
That each file is the right document, for your product and manufacturer
That certificates are still valid and letters are signed
What you receive
A written report with every item marked received, missing or to check, the list of documents to request and from whom, and a fixed quote for your CPSR.
What it is not
It confirms each required document is present and is the right type. It does not assess their content. Consistency between documents is checked at the start of the CPSR and may lead to further requests.

Questions
Ready to start? Choose your step: the free guide, the Readiness Review or your CPSR.
From €450 per product. The final price depends on the number of ingredients and products, and you receive a fixed quote before any commitment.
It is real work by a specialist on your documents. The €150 is fully deducted from your CPSR if you go ahead with us.
Start with the free guide (step 1). A CPSR assesses one exact formula, so any change later means a new assessment.
Choose step 2 or 3 as usual and tell us how many products. The price per product drops for larger ranges.
No. The CPSR price covers the safety report. The EU or UK Responsible Person, the notification and the Product Information File are separate services with their own price, quoted when you need them.
Yes. EU annexes change regularly, so we check an existing report against the current rules and tell you whether it needs an update.
90 days from the date we deliver the Readiness Review. One formula counts as one product.
