1. Is cosmetic facility registration in Canada mandatory?
Yes. Health Canada requires all foreign manufacturers and importers of cosmetics to notify their products through the Cosmetic Notification Form (CNF). Since March 2025, a Canadian address is also required on each CNF.
2. Who is responsible for submitting the Cosmetic Notification Form?
The legal responsibility for CNF submission lies with the manufacturer or importer listed on the form. However, Sobel manages the entire process on your behalf: we collect the required information, prepare the documentation, and coordinate the filing step by step. This way, you avoid mistakes, delays, and rejections from Health Canada.
3. Do I need a Canadian address to complete facility registration in Canada?
Yes. Since March 2025, Health Canada requires every CNF to include a valid Canadian address. Without it, your notification will not be accepted.
4. Does facility registration in Canada include factory inspections?
No. Health Canada does not conduct routine factory inspections for cosmetics, but they expect compliance with Good Manufacturing Practices (GMPs) and may act in case of safety concerns.
