1. What is the difference between cosmetic product registration and notification in the EU?
In the European Union, cosmetics are not subject to a pre-market registration or approval process. Instead, companies must notify their products in the Cosmetic Product Notification Portal (CPNP) before launch. Along with notification, the responsible person must maintain the Product Information File (PIF) and the Cosmetic Product Safety Report (CPSR) available for inspection by authorities.
2. Who is responsible for CPNP notification in the EU?
The notification must be done by the Responsible Person (RP) established within the EU. This can be the manufacturer, an importer, or a designated representative acting on behalf of the brand.
3. Is the PIF (Product Information File) different from the CPSR?
Yes. The CPSR is a safety assessment prepared by a qualified professional, while the PIF is a broader compliance file that includes the CPSR, product label, manufacturing details, and other technical documentation required for inspections. At Sobel, we prepare both documents, delivering a complete and compliant package for your product in Europe.
4. Can Sobel provide only the CPSR without the full CPNP notification package?
Yes. While most clients choose the complete service package (CPSR + PIF + CPNP notification), Sobel can also provide CPSR preparation as a standalone service. This is ideal for companies that already manage notification internally but still need a compliant safety report prepared by qualified experts.
5. Can international companies (outside the EU) use Sobel for CPNP notification?
Yes. We work with both European manufacturers and international exporters. If your business is outside the EU, we help you designate a Responsible Person and manage the full process for CPNP notification and CPSR preparation.
