1. Why is appointing a Brazilian representative mandatory?

Brazilian law, enforced by Anvisa, requires foreign cosmetic companies without a legal presence in Brazil to appoint a local representative. This entity serves as the legal holder of the product notification or registration and manages all regulatory interactions. 

2. What is the difference between a Notification Host and a Registration Host?

Notification Host (Grade I products): Manages simplified submissions (notifications) for low-risk cosmetics such as shampoos and soaps.

Registration Host (Grade II products): Holds the full regulatory responsibility for higher-risk cosmetics — like sunscreens or children’s products — requiring formal registration. 

3. Can a foreign company register products with Anvisa directly?

No. Anvisa does not accept registrations directly from foreign entities. You must appoint a legally constituted Brazilian company to act as the regulatory representative.
