In each market
A well-built base usually serves several markets. What changes is how you show it.
Brazil · ANVISA
Medical devices
ANVISA applies its own Good Manufacturing Practices (RDC 665/2022). For class III and IV devices, registration usually requires the ANVISA GMP certificate (CBPF), and MDSAP reports can support that process.
Cosmetics
Good Manufacturing Practices for cosmetics (RDC 48/2013).
European Union · EU MDR
Medical devices
The MDR requires manufacturers to keep a quality management system. ISO 13485 is the harmonised standard most used to show it, and the notified body assesses the system according to the class and the route.
Cosmetics
Regulation (EC) 1223/2009 requires Good Manufacturing Practice, and ISO 22716 is the harmonised reference.
United Kingdom · MHRA
Medical devices
The UK has its own medical device rules, applied by the MHRA. ISO 13485 is usually the basis of the system assessed by the approved body, or accepted through recognition of CE marking, depending on the case.
Cosmetics
UK cosmetics rules require Good Manufacturing Practice, and ISO 22716 is usually the reference.
USA · FDA
Medical devices
Since February 2026, the FDA Quality Management System Regulation (QMSR) incorporates ISO 13485:2016 by reference, with some FDA-specific requirements.
Cosmetics
MoCRA provides for FDA Good Manufacturing Practice rules for cosmetics. Meanwhile, ISO 22716 is usually the reference.
Canada · Health Canada
Medical devices
Health Canada usually requires an MDSAP certificate for class II, III and IV device licences.
Cosmetics
ISO 22716 is usually the good practice reference for cosmetics.
The exact requirement depends on the product, the class and the route. We confirm it in your assessment.
How we work
You follow every step in the Sobel Client Workspace.

Together from day one
Many delays start when regulatory strategy and safety evidence are planned apart. At Sobel, both teams work on the same dossier.

No. Certification is done by accredited certification bodies or, for MDSAP, by auditing organizations recognised by the authorities. Sobel prepares the system, the documentation and the team for that audit.
In general, yes. An ISO 13485 base is usually the starting point, and each authority’s own requirements are added to it. What each market asks in your case, we confirm in your assessment.
